The course addresses the growing thicket of complicated and sometimes conflicting local, state, and federal laws governing the use, possession, cultivation, transportation, and distribution of cannabis, whether for medical or recreational purposes.

With a special emphasis on municipal law, the land use implications of the regulation of dispensaries by local government is addressed, along with applicable California laws such as the California Uniform Controlled Substances Act; Proposition 215, the Compassionate Use Act; the Medical Marijuana Program Act; the Medical Marijuana Regulation and Safety Act; and more recently, Proposition 64, which permits limited recreational use. The course also would address the preemptive effects of the Controlled Substances Act and other federal laws.
