Net Neutrality: Past, Present, and Future

This course will use current litigation over the Federal Communications Commission's (FCC) adoption and repeal of so-called "network neutrality" rules as a jumping-off point for examining how government adapts to technologies, which evolve more quickly than Congress can legislation.

The course explores contemporary legal and policy debates on media and telecommunications policy and judicial review of agency action, focusing on the role of independent regulatory commissions, bodies that exercise quasi-judicial, quasi-legislative, and quasi-executive functions.
